User cannot see new additions to GAL

I have one user whose machine does not display new contacts in the GAL when
the are added. She clicks on the address book, types in the person's last
name, and that person does not show up. However, if we click on find, type
in the user's last name, it shows up and we can add the user to the personal
contacts folder. What would be causing this and how do we fix it?

Version of Outlook being used? In case of Outlook 2003; do you have Cached
Mode Enabled and do you see a difference in behavior when you disable it?
