User Accounts not acting right

I'm having the same problems as Dave98042. I'm using XP and my user account
works great and my husband's doesn't. The same Comcast problem... I've
tried system restore and no matter which day I choose, it tells me restore
wasn't successful. I think I'm to the point where I need to reinstall XP.
Any suggestions? I've been to Comcast support, Norton support and Dell
support. I've reloaded IE7, but that isn't going to make a difference when
I'm trying to get into control panel from his user acct. I'm running out of
places to look...

you can try this option
go to start, control panel, user accounts and recreate your husband's account
and also while your at it right click my computer, go to system restore,
check turn off system restore on all drives, then uncheck system restore that
will purge your restore point then hit apply

or you can try this out
log on as system administrator, right click my computer, manage, local
users and groups and click users and in right hand column right click in
blank space and select new user and create his account that way

I've tried recreating the account before...and it did not work. I'm also not
seeing...on your second suggestion...when I go to manage...local users and
groups is not there...nor anything like it?

I think I've got a mess....
