Script Error when trying to access User Accounts

I am running XP SP3. I recently added two user accounts. I changed the
original account to a limited account and made one of the two new accounts
the administrator account. I have since been unable to access user accounts
from the control panel with the new administrator account. When I attempt to,
I get an "Internet Explorer Script Error" message. It says "An error has
occurred in the script on this page. Do you want to continue running script
on this page? Yes or No. When I click on yes, no, or try to close the window,
nothing happens. I can close the control panel but not this window. Also,
when I try to open the Help and Support Center, nothing happens. When I try
to go to System Restore, the page is blank. I have the same problems under
the other new user account, except for System Restore for which I'm told I
don't have administrative privilages (understandably so as this is a limited
account). Under the old (original) administrator account I am able to access
the settings for that user account only (again this is a limited account
now). I would like to add one more account so each of my three children can
have their own accounts and I would use the administrator account for a total
of four accounts. Can anyone help with this?

A limited account never has access to another user account.Edit accounts
from a administrators account.If not able to,on pc start/restart,tap the F8
key,select safe-mode,enter xp as thee administrator,edit accounts.Also,with
all the editions and editing youve done,restore must have wiped out all
points,
turn restore off till youre users accounts are running,turn restore on,set
date/
time to restore..Also,a diskcleanup would'nt hurt,& defrag.

I started in safe mode, entered as thee administrator and had the same
problems. In addition to adding new user accounts and changing
administrators, I updated to XP SP3 from XP SP2 around the same time. Could
this be causing these problems? If so, is it possible to uninstall SP3?
