user accounts inaccessable

when I try to access "user accounts" in the control panel
or manage menu, notepad opens with a pop up notice saying
that "the filename, directory name, or file label syntax
is incorrect!
Im guessing some file has been been moved to the wrong
place or renamed and need to know what it is.

I do have administrative rights on the machine if it
matters.
