Get Error in User Accounts from Control Panel

Something has gone wrong when trying to acess User Accounts from the
Control Panel. Instead of getting the usual User Accounts menu, Notepad
opens with the following error message: 'The filename directory name, or
volume label syntax is incorrect.' Why in the world is Notepad trying to
open nusrmgr.cpl in the first place? Just in case the cpl file was
corrupted, I replaced it with the backup from my system32 dll cache. But
that did not fix the problem. I also tried system restore without success.
None of the restore points fixed it. The winlogon stuff all works fine. I
can logon to any of the accounts. But now I have no way to maintain user
accounts and that's a little bit scarry. Plz note also that I have full
access to all other control panel functions. Only User Accounts fails.
Any help on how to fix this problem is highly welcomed and greatly
appreciated. Thanks.

I just noticed the same problem here, so I opened the nusrmgr.cpl fil
in notepad. Saw references in the txt to .hta and remembered I ha
used HTA Stop from NSclean.

Reran HTA Stop and enabled Permit HTA apps. Worked like a charm :
