Just learned this. To resolve the problem, type these commands from Start,
Run dialog:
regsvr32 jscript.dll
If that does not help, execute the following commands as well.

regsvr32 nusrmgr.cpl
regsvr32 /i mshtml.dll

More info:
User Accounts applet is completely blank:

I just got here and have the same problem. I tried all 3 commands and they
completed successfully but it did not resolve the problem. Any other
suggestions? Thanks

Douglet,

I've just solved the problem using Ramesh's post of much earlier this year
(this is probably too late for you, anyhow, but just in case!). He suggests
it for Help and Support, but it seems to have worked for User Accounts,
Search Companion and System Restore on my computer, as well.

Ramesh says:

For the Help and Support Center problem, see if these commands help, from
Start, Run dialog:

helpctr -regserver
regsvr32 itss
regsvr32 hhctrl.ocx
regsvr32 jscript

All the best,
Gumrat.
