User Account problem

Windows XP Home SP1
I have set up 3 "user accounts" 1)Administrator 2)Limited use 3) Guest
In the Admin account under Documents and Settings I see - a) all users
b)guest c)owner d) user; I cannot open the files contained in "owner" - why
not? How do I fix this?
In the "Limited" account I CAN open all of the files under "owner" but not
the files under "user"
In the Guest account I can only access "all users" and "guest", owner and
user are protected. This is good.
In the setup of the Admin account I asked to keep the files private. What's
wrong???
