Missing User

My welcome screen only shows two users, OWNER (computer Admin) and Guest; but
I also have an account "Tom carter" (comp Admin) which is visiable in the
user account section under Control Panel. How do I switch to the Tom carter
account?.

Control Panel -- Administrative Tools -- Local Security Policy -- 'Local
Policies - User Rights Assigment' branch. See if "Tom carter" is
mentioned in 'Deny Logon Locally' policy (double click this item of the
right pane).

I sorry but I do not see a "Local Security Policy" under Admin Tool. I can
access the control panel and I see Admin Tools, but when I click on it I can
not find the above mention file. Any other sugestion?

Is your WinXP -- Pro, or it is Home Edition?

What happens if you run (Start -- Run...) gpedit.msc

It's Home Edition.
What happens if you run (Start -- Run...) gpedit.msc
Message = Windows cannot find gpedit.msc

Well... If you want only to switch to Tom Carter account, then when you
are on Welcome Screen -- press Ctrl-Alt-Del twice, The dialog window
will appear, where you can enter login (Tom carter) and the proper
password (if need).
