User Account Picture Munged by Vista

When I set a user account picture, Vista is overlaying a bright shade
across the top of the image in all the displays (login, start, user
account editor).

Is there a way to display the image I select without Vista munging it?

Turn off window glass. You'll never miss the eyecandy, and your
computer will respond more like XP.

Thanks, but I tried a couple of things that didn't work: The control
panel had a "Enable or disable transparent glass on windows", but when
I selected that link, it brought me to an option to enable or disable
transparency, but disabling transparency had no effect. I also tried
disabling the "aero" appearance scheme, which was equally ineffective.
