How do I turn off User account control in Vista?

How do I turn off User account control in Vista? It's a nusance and I'm the
only one using this computer.
I don't see anywhere to do this under "security." I need to change the
names of some picture folders
and it will not allow me to do it although I'm the admin and only user of
the PC.
