User account not recognized

I have a XP Home system that does not show any users at the Windows Logon
screen.
I can use <ctrl+alt+del> and logon choosing the only user account (no
password)
However, if I try to open User Accounts, I get an error message....
{The user account is not recognized, restart the computer and then open user
accounts}

Any ideas????

Thank you for your response!!!
However, the same error happens in safe-mode.
I can open user accounts by using <run as> command, but admin account has
error message.
I can use <userpasswords2> and make a new account, but that account produces
same error.
I tried using <net user> commands, but I guess I don't understand the
syntacs, or it donut work in XP Home.
I will try deleting accounts tonight using <userpasswords2> and see what
happens.
2 things of note.
The only MS Article I found had to do with PC anywhere, which is not
installed on this system. However I did uninstall all Symantec products to
make sure.
The other thing I noticed, is that Security Center and Firewall was
installed in Control Panel, however, these were not active, and it appeared
that SP2 was not actually installed. I installed SP2 to see if that was the
problem, but still have same issue. I do believe a botched SP2 install was
to blame...
