User Account Frozen after Power Surge

Had a power cut or surge today and this crashed the
computer. I was logged in on my account on XP Home and
now Internet Explorer, Control Panel, Programs and
Outlook Express fail to open when I log in as myself.

I used System Restore logging in as my husband but this
hasn't solved the problem.

How can I get these icons and programs to work again for
my own "part" of XP?

Delete Your User account and Start again your account
files sound corrupted.
