Used Laptop...cannot get full admin privledges

I am working on this laptop a friend got (Don't ask me
where!) that has WXPHE on it. It seems to work ok except
I don't seem to have all the admin rights I should.

I have access to the administrator account and was able to
change the password in safe mode.

So now I can log on as the administrator, but I cannot add
any programs or when I open the device manager, it shows
NOTHING in there (I'm pretty sure there are devices there!)

If anyone has any ideas on this, please let me know.

Honestly, if this is a mystery install, I'd just nuke the OS and reinstall
from scratch.
