Use Common Tasks in Folders

I find this option in System Properties | Advanced | Performance | Visual
Effects. I can see no "effect" when I uncheck it.
What is its relationship to Tools | Folder Options | Show Common Tasks?

On my machine.

Unselect: Use Common Tasks in Folders in Performance Options
and Show common tasks in folders becomes Unselected in Folder Options.

Select: Show common tasks in folders in Folder Options and Use Common Tasks
in Folders in Performance Options gets selected.
