Use Blank in Internet Explorer does not work

Since installing SP2 on XP, when I open IE, it always goes to MSN.com. If i
go to Internet Options, and set it to use Blank (or default, which is
Dell.com), it takes it, and I click OK to close the dialog box, but if I
immediately go back and open the dialog box (without closing IE), it has put
in back to MSN, to be exact, the url list under Internet Options is:
http://www.microsoft.com/isapi/redir.dll?prd=ie&clcid=0x0409&pver=6.0&ar=home

Has MS finally gone overboard with their heavy handedness? How do I get
this to Use Blank again.

be on your system:

Spy Sweeper - www.webroot.com

Try SpyWareBlaster to stop intrusions:
