USB2.0 port is working only at USB1.1 speed

I have Windows XP Home edition SP2. The computer(Sony PCV-RZ22G)
has 6 US2.0 ports (2 in front and 4 in back)

I was getting the following message when I connect
a HI-SPEED USB device to my USB port. (External HDD)
"HI-SPEED USB Device Attached To non-HI-SPEED Hub"

Based on General USB troubleshooting in Windows XP
info in the MS support site, I uninstalled the USB
controller and tried to reinstall it. The
reinstallation failed and I can see a yellow warning
sign on the USB Controller in the device manager.

The installation process comes up with a message
"Cannot Install this Hardware" The driver insallation
file is missing a necessary entry. This may be because
the INF was written for Windows 95 or later

I had to do a Windows restore to make make USB working again.
But it is still working at USB 1.1 speed.

I also obtained and tried the hotfix for KB892050, but it did not solve
the problem.

On some mainboards, the difference between 'full speed' and 'high speed'
is 12 or 480Mbit USB respectively, if I remember correctly.
You may wish to verify your computer's BIOS settings regarding the state
of the USB ports.
Also see the manufacturer's website for any available updates to your
mainboard drivers.

Is the USB controller card "labeled" with "Enhanced" in the Device
Manager? If it is not, then the controller is:

1) Not a USB2 controller.

2) Requires a "specialized" driver from Sony.

3) Not set as "USB2" in the BIOS

4) Defective.

To have USB 2 ports, you need to have the "hardware" controller card
that does have the USB 2 controls and the required drivers. Microsoft
provides the USB 2 drivers only starting at Windows XP.

Is the USB controller card "labeled" with "Enhanced" in the Device
Manager? - "Yes it is labeled as "Enhanced" in the device manager.

On the computer is labeled 6 USB 2.0 ports. So I assume the USb hardware
is USB2.0

What should I check in BIOS and how can I do that ?
Sony does not provide USB drivers in their site. Also they do not have
any updates to the BIOS.
