USB Power management

I have installed Windows 2000 on an AMD XP 2500 PC on VIA motherboard. The
problem is that the USB ports are always on voltage, also when the PC is
shut down. I need the USB port to be without voltage during shut down to
control an external unit. Does anyone know how to come about this problem.

It's my understanding that it's the design of the ATX motherboard as to
what has power when it is "off", perhaps a PCI USB port is the answer. I
say perhap because I don't have one to test. But if this is important to
you they are pretty inexpensive.
