USB ports not working under Win XP

I have a brand new Dell Dimension 8300 and it has WinXP
Pro installed. When I first time tried any of the USB
ports, the system seems not responding to it, no matter
what I connect to any USB port (a Logitech Optical USB
mouse, a Webcam or Compactflash card reader, one at a
time, no multi devices at once). I'm pretty sure all
these devices work under XP as they all can be
automatically detected and installed on my IBM T-40, also
installed with XP Pro.
I updated my XP Pro with SP1, SP1a and all recent
hotfixes. It still does not respond or even see any USB
devices although all USB Host Controllers and Root Hubs
seem to be working properly in Device Manager. There is
no "Other Device" or "!" or "X" displayed in the device
list either.
So I checked the DELL BIOS setting and the USB Controller
is on. In fact, when I booted to DELL Diagnostic CD and
all three of these devices are working fine there. So
the HW is fine. It must be the XP Pro setup that is
preventing the USB HW being detected and recognized by
the OS.

Any insight ?

I had the same problem but I had to turn on my devices
first and then turn on my computer. It works, but I
believe that you shouldn't have to do that. I believe
that you can turn on and off any device at any time and it
will work

IF it's USb 2.0, yes, you are correct.
