USB Mouse - Not recognizing and no power

Recently, after a random system restart, my Intellimouse Explorer 3.0
usb mouse stopped working. I have searched for a solution, but cannot
find it. The mouse works if I use a usb to ps/2 converter and boot my
machine with it plugged into my ps/2 port. Funny thing is, ALL my usb
pointer devices no longer work! I have a wacom drawing tablet that can
be used as a mouse as well that is no longer being recognized nor
recieving power via usb. Also, my usb logitech extreme3dpro joystick
isn't being recognized nor recieving power via usb. It's as if usb
pointer devices have been disabled on my machine or something. When I
boot up my computer, the mouse is initially recognized and given power
by my BIOS, but once the windows loading screen comes on, the mouse
stops recieving power.

Things that I have already tried:

- Enabling USB plug and play in my BIOS settings
- Disabling USB plug and play in my BIOS settings
- Enabling Legacy USB devices in my BIOS settings
- Disabling Legacy USB devices in my BIOS settings
- Removing intellipoint drivers, rebooting and reinstalling them
- Plugging other usb devices into each usb port to ensure it is working
- Smacking my computer around a little bit

Can anyone offer a solution to my problem?

You need to remove/clean up your USB device table and then allow
XP to re-enumerate your devices.
1.) Plug the Mouse up using the PS2 Adapter
Unplug "All" USB peripherals from the PC
2.) Add a System Environment Variable named:
DevMgr_Show_NonPresent_Devices
3.) Set it's value = 1
4.) Open Device Manager
5.) Expand The Universal Serial Bus Controller Category
6.) From within Device Manager, Click View & tic/check
the option "Show Hidden Devices"
7.) In the USB category, Right Click each entry shown in
diminished tone or grayed out. Choose Uninstall
8.) Repeat this activity for the category Human Interface Devices
9.) Repeat for Mouse category.
10.) Download & Install the latest IntelliPoint software from MS

**Select version 5.5
11.) Reboot and switch mouse connection from PS2 back to USB
12.) Re-insert other USB peripherals one at a time
13.) If mouse stops working, you may have a HUB overload or
or bandwidth issue. (Repost if that happens).
