USB don't find drivers

I have Toshiba laptop that I just had the hard drive replaced and installed
all of the original drives and OS from the original CD that came with the
unit. It's running WinXP Home SP2...

Whenever I plug in a USB device, the OS recognizes a new device and begins
searching for the drivers for it but it never finds any and the device is
disable, these are all devices that I did use on the unit before, such as a
USB mouse that does not need drivers. The computer still does can not find
the drives even after I install them. Even with items that does not require
for me to install a driver, such as my basic optical USB mouse.

Has any one experience this? can any one maybe suggest what is going on?

PS. the USB port is working, windows sees the right device but it always
searches for the drives but never finds them, even I point it to the right
direction...
