Have you included the USB 2.0 Boot component? If so the "USB Boot Mass
Storage Device" will cause this behavior.

You have the USB 2.0 Boot component in your configuration. This puts in a
usbstor.sys file that makes the first USB key fixed.

Sorry I meant that you need to remove the USB 2.0 Boot component and the USB
Boot Mass
Storage Device component. As this one is replacing the usbstor.sys file
which is resulting that the Disk On Keys are recognized as fixed disks.

I have it without the USB 2.0 Boot.

If the USB Mass Storage Update KB931788 component gets added to the
configuration then the first USB flash drive on the system will be marked
as fixed. The reason for this is USBSTOR.SYS v5.3.1201.0. Replace this
file with v5/1/2600.2180
