usb and cpu usage

each time i plug a controler or steering weel for games my cpu usage go
to 100% and stay even after i m finished plaing and remove the
controler from the usb?????????????

I have a geforce4 64mb 3d, 256ram, celeron on win xp sp2 (if that can
help)

once i fix that 100% usage problem (if it ever happen!?!?!) i would
like to know if it would be better to by a usb splitter and plug all my
device for an easyer use or maybe i should carry on changing manually
the device one at the time that i use it?????????????
