usb 2.0

I have usb 2.0 and windows xp service pack 1 whenever i
plug in a usb 1 device a message pops up that tells me
that my usb device has malfunctioned and windows is unable
to identify it. I know these devices work because they
work on my other computer. My computer is:
MSI KT4v motherboard
Amd atlon xp 2200+ @ 1800 Mhz
VIA KT400 chipset
Ati Radeon 9700 pro
two 80GB maxtor hard drives
512 MB DDR ram

This is me I figured out that the usb works perfectly fine
in safe mode and safe mode with networking but in regualr
windows it doesn't work. It just gives me a malfunction
error. Please help. Thanks in advance.
