USB 2.0 Gone never to return

I cannot get any of my USB 2.0 ports to be 2.0 ports. They were 2.0 at one
time.
FIC AU13 MB w/Nforce 2 north bridge. Using XP Pro starting with SP1
upgraded to SP2. All USB ports on MB are(were) 2.0 When I lost them to 1.1
is not known. I bought a ATI TV tuner USB2.0 and it's diags said I had no
2.0 ports. Device manager reports Std Enhanced PCI to usb Host Controller.
I went so far as to purchase a 5 port card from Belkin using NEC chipset.
This also reports as a NEC PCI to USB open host controller. Tried to back up
to SP1 but no help (lucky for full backup) FIC gives no help or updates.
Loaded newest drivers for Nforce2
Now what. Can't find any issues of same nature on Technet.

It's worth a quick try to see if you have one of the "Power Management"
problems with USB.

USB Hub Power Management - disable : Start/run, type DEVMGMT.MSC , then
rightclick each USB Hub device, Properties, uncheck the box on the Power
Management tab.. Then restart windows.
