US / UK keyboard settings

My PC has Windows XP professional edition loaded. My keyboard inputs the
symbols incorrectly as it is set for the US in regional settings. I changed
the regional settings to English and the keyboard worked OK. When I reboot it
has reverted back to the US settings. PC is 1 week old. Any ideas what I am
doing wrong. When I check the keyboard settings in control panel there is
only the standard 101/102 keyboard loaded. You cannot change to English UK
from here.

Check...

Control panel -> Date, Time, Language and regional options -> Regional and
Language Options -> Regional Options tab

to see if Standards and formats is set to.. "English (United Kingdom)"
