url of validation failure

when setting form properties, the URL of form validation failure is greyed
out. How can I fix this? Thank You

This box will be grayed out if you don't have validation rules on your form
fields (at least one field must have validation). Double click on a form
field and click "validate". Add a rule and then the URL box will be
available.
