Subject: OLEXP : unable to send or recieve messages



I am unable to send or recieve my email throught outlook
express, for 6 days now. I have called the phone company
for settings, they won't stay there. I have tried this
numberous of times. I have a windows xp. This is what i
get in a error message;

The connection to the server has failed.
Account: '127.0.0.1',
Server: '127.0.0.1', Protocol: SMTP, Port: 110, Secure
(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E
-or-

I also have got the numbers in the incoming and outgoing
as, as follows, 68.134.98.76 and 67.243.251.147.

The connection to the server has failed.

I am enclosing this page i have been following with NO
success, in fixing this, but then again it doesn't apply
to windows xp, ? Who and what is Dr. Solomon's netgaurd
installed. Please someone help me, i am out of resources.

SYMPTOMS
When you attempt to send or receive messages using
Outlook Express, you may receive any of the following
error messages:

The connection to the server has failed.
Account: '127.0.0.1',
Server: '127.0.0.1', Protocol: SMTP, Port: 110, Secure
(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E

The connection to the server has failed.
If you then view the Internet Accounts dialog box, you
may see a new news account and a new mail account both
named "127.0.0.1." These new accounts may now be
configured as your default mail and news accounts. If you
try to alter these settings, your changes may not be
saved, and the "Access the Internet using a proxy server"
setting in Microsoft Internet Explorer may automatically
be enabled when you restart your computer.
CAUSE
This behavior can occur if Dr. Solomon's Anti-Virus
Deluxe NetGuard program is installed on your computer and
is configured to monitor downloads from the Internet.
When you configure this program to monitor downloads, new
default mail and news accounts are created in Outlook
Express.
RESOLUTION
To best resolve this issue, use the steps contained in
the "Net Guard Troubleshooting Guide" for Dr. Solomon at
the following McAfee Web site:

As an alternative, you can work around this issue, by
restoring your original mail and news accounts as your
default accounts. To do so, follow these steps:
In Outlook Express, click Accounts on the Tools menu.
Click the Mail tab, click your original mail account, and
then click Set As Default.
Click the News tab, click your original news account,
click Set As Default, and then click Close.
Quit and then restart Outlook Express.

Sounds like you've been hijacked, or infected in some way. Do you have your XP Internet Connection Firewall turned on and are you up to date with all your patches. If not, that could be the problem. Outlook Express is a component of Internet Explorer and you may have a problem with IE even though you can access the internet.

Try running your virus scanner after getting the latest virus update. Make sure firewall is enabled. Then run two 'malware' programs Spybot and Ad-aware. Update and run both of them. To find out more about these go to

If you've done all that, cleaned out any spyware and viruses the next step would be to repair IE and OE. Kelly's korner has tips on that too

You have Dr. Solomon's netgaurd on your computer. How it got there only you
know! It is causing you problems. You have posted a way to fix the problem,
but can't seem to do it. Suggest you go to Add/Remove Programs and uninstall
Dr. Solomon's netgaurd to solve your problem. If you are now without
antivirus protection, run to the nearest store and buy a copy of Norton
AntiVirus or McAfee Virus Scan! You need something.

Disable email scanning of outgoing and incoming mail. It provides no
additional protection, is causing the SMTP server address to be rest, and
even Symantec says it's not needed:

That is the error you keep getting. When you see the server as 127.0.0.1 you are seeing your AV software reconfiguring incoming and outgoing email for antivirus scanning. Turn off antivirus scanning for email and see how it works for you then.

This isn't the best solution but it seems to work in an emergency! In Outlook Express set up two separate accounts in Tools/Accounts/ Mail tab - one to send and another (with different settings) to receive.



Go to Add/ Mail then set up 'send' account



In Properties/Server tab, check 'My server requires authentication' box

In settings, check 'Log on using' box and enter your user name & password


In Properties/Advanced tab, change port nos to from 25 to 587 for outgoing (and check the SSL box) and from 110 to 995 for incoming (and again check the box)
This clears my outbox


Then set up a 'receive' account, again via Add/Mail :

using all the same user names and passwords but without checking the 'My server requires authentication' box and keeping the default port nos 25 and 110. Back in the Mail tab, set this 'receive' account as the default.

This downloads the incoming messages to my inbox.

Bizarrely, the 'send' account only works if I delete the 'receive' account and then reinstate it after I send mail, whereas the 'receive' account works happily with the 'send' account in situ :confused:

A real fag, but at least it's allowing me to operate OE until I find a proper solution and it clearly doesn't have anything to do with anti-virus and firewalls!
