Can anyone tell me why when I am online XP appears to
upload data at a rate of 4 to 1 compared to downloads.
This occurs at about 10K per second and never stops.

Your computer has been compromised! You need a firewall that blocks "out
going" communication, as well as incoming. Look at ZoneAlarm. You also
should get either Ad-Aware or SpyBot. Obtain the latest update signatures
for these programs and run the program at least once a week.

A backdoor, worm or Trojan horse.
