upload speeds cable connection

I seem to have a problem as my upload speeds seem to vary
quite a bit as low as 11kbs to 143kbs at some test sites.
I have a 1024/128 cable connection. Is there anything I
can check to stabalize upload speeds. I am running XP
home, and SG tcp optimizer set at 26280 TCP receive
window, MTU 1500, Discovery on, no black hole detect,
selective ACKS yes - max duplicates 2, TTL 128, no 1323
scaling or timestamps, Max connections per 1_0 server 18
Max connections per server 18. I would appreciated any
advice on if I am doing something wrong or could improve
my settings. Thanks.
