Upgrading from windows 98

I am trying to upgrade from windows 98 to XP Professional on my laptop. I have purchased the upgrade CD, but it will not allow me to upgrade because it states "the "uprade function is turned off . . ." How do I turn it on?!

Apparently, you acquired an "OEM version" of Windows XP.
OEM versions are not designed to upgrade an existing Windows
installation. It must be installed on a reformatted drive.
Only "retail versions" of Windows XP have the ability to upgrade.
