Can I just buy the Windows XP upgrade home edition to
convert from ME to XP or do I have to buy the full version
of XP?

As long as you have a winme cd, then go for the upgrade version.
You could get the upgrade version even if you don't have an winme cd, but if
you have to reinstall xp you won't be able to as the upgrade cd needs proof
that your eligable to use it. IE - a win98 or winme cd.

Yes.

Look here for info on supported upgrade paths:

BTW you can perform a 'clean' full install [ i.e. from scratch ] with the
upgrade CD-ROM instead of an 'upgrade' installation. You may be asked for
verification which means having a Win95/98/Me CD-ROM handy for
'verification'. At the appropriate moment, the WIndows install routine will
ask for the older CD-ROM for 'verifcation' .. will check it .. then return
to the install routine. But a clean install means having to reinstall all
your programs and apps and data/documents etc. etc.

Yes, of course. That's what the upgrade version is for, and Me to
XP is one of the supported upgrade paths.

If you own an Me installation CD (not a restore CD) you can even
do a clean installation with the upgrade, if you want to.

or do I have to buy the full version
of XP?

No.

That is just what the Upgrade version of XP home is intended for. You
run the CD from the ME system and let it install, continuing with
Upgrade. First check that your hardware is adequate (a CPU of 400MHz or
more to be worth it, and *more* than the 'recommended' 128MB of RAM) and
