Upgraded to IE 7 and have problems with old programs

I bought a new computer a couple of years ago, and it came with Windows XP.
At that time, the store I bought it from loaded IE 6 for me, and I brought it
home and loaded my favorite programs into it. One of those programs was
Microsoft Picture It! 2000. It worked fine, but I think I had to install it
under Compatibility for Windows 98.

About 6 months ago, I had to have my computer cleaned out due to some
viruses or spy ware or so forth. When I got my computer back it had IE 7
installed.

When I try to install my Picture It program, I am alerted that IE 5.0 or
higher must be installed. And half way through the installation, it stops
and gives me a error message that the IE 5 files can not be found, and then
the installation is aborted.

I assume that maybe there were some files in the 6th version that are not in
the 7th version of IE. I have tried to download patches, etc., for 6,
knowing that it worked when 6 was installed, but to no avail. I am always
told that a later version of IE exists, and these files cannot be downloaded.

I have tried to uninstall IE 7 and re-install 6 instead. But for some
reason I cannot figure out how to get 7 off the computer. And maybe that's
not the problem any way.

I've tried just about everything I can think of.

Can anyone offer any advice or ideas?
