Upgrade TS to domain controller fails

I had a working TS for Application running fine and
decided to make it part of our new domain. I am now unable
to logon to the TS with the error Local policy prevents
interactive logins ......

Any assistance welcome
 
Did you try to join an existing domain or did you run DCPromo on the TS? What OS, 2000 or 2003? Where is the TS License Service installed

Since you made the TS a Domain Controller, the Default Domain
Controller Policy applies to it. This prevents users to logon
locally.
A workaround is to change this policy and give all users the right to
Logon Locally, but this right will then be applied to *all* Domain
Controllers. That's one of the main reasons that this setup is not
recommended.
The best solution is to make the TS a member server in your domain.
