I have a Dell Laptop that is running Win 2000 Pro. I would like to upgrade to
Win XP. Is this ? If so, how do I accomplish the switch. Thank you for any
help you can provide.

Get a Windows XP Upgrade CD. Boot up 2000 pop the CD in and hit upgrade.

Pretty much as easy as that.
You might want to do the check program and hardware compatability so that it
will see if any of your programs or hardware are non compatabile with Win XP

My two cents: After backing up your data and making sure you have Win2000
media, elect to format the drive during the installation process. A clean
install, while taking a little longer, has the advantage of leaving any bas
profiles, etc behind. I freely admit I know of lots of upgrades that were
not clean installs and the behave OK nonetheless. It is just my preference
to start with a clean slate where possible.
