Upgrade from Me or XP Home to Pro doesn't works

My friend has an older pc with ME. Now he would like to upgrade to XP Pro.
His installation was into the dutch language an I have bought the Windows XP
Professional "N" Upgrade (Dutch). But the Upgrade installation tells me on
start, that the upgrade can not be performed. Now I have tested the same
Upgrade on a fresh installation of Windows XP Home. But here I get the same
message. Is this a bug? the language is in every version DUTCH.

Did you purchase a "Retail" or "OEM" version of Windows XP?
OEM versions cannot perform an upgrade, only a "clean installation".

It's a RETAIL version of Windows XP PRO Upgrade. But It is the "N" Version,
without the Media Player.
