Note these requirements:

"Minimum System Requirements:

* 600MHz processor
* 128MB RAM
* Windows XP, Windows 2000, or Windows Server 2003
* .NET Framework 1.1"

From their F.A.Q.:

"Why aren't Windows 98 or ME supported?
These legacy operating systems are not supported for many reasons. First
is that it would require us to do extensive testing on each old version
of Windows. We don't have the time, the equipment, or the older copies
of Windows to test with. Second is that it would radically complicate
our installation process and it would compromise the quality of
Paint.NET on the versions of Windows that we do currently support. Third
is that we use features of Windows that aren't available unless you have
at least Windows 2000. And fourth, we don't want to."

I take it this (Paint.NET) will be the sequel to Paint and so that
means they plan on having .NET installed by default in the next
Windows?.

Higher quality images? That's largely defined by the user, not by the
program, IMHO...

Important to notice is also this:
"Windows 2000: Printing and scanning are not available because WIA 2.0
(Windows Image Acquisition) is only included in Windows XP SP1 or later,
and Windows Server 2003."

No, to the first part: from F.A.Q. at
http://www.eecs.wsu.edu/paint.net/faq.htm, the following:

"Will Paint.NET ever replace Paint in Windows?
There are no plans to include Paint.NET with Windows. But you can always
download it, for free, from here."

As for .NET being in the next version of Windows (Longhorn is it's
current codename), that's a given.

Not if it requires .NYET it isn't

There's absolutely *NO* reason a *PAINT* program should require something
like .NET.

Agreed. At this moment in time it didn't need to be based on .NET but
there's a few things to consider here ...

1. It was started as part of a Uni project so it makes sense to use a
new technology for it.

2. .NET, like it or not, is the way things are gonna go on Windows.
