update error & svchost hogging of cpu

I'm getting an update error at windows
update :0x800a138f. Is it a problem with the update
center or my pc?

I've been having a new problem with the pc that may be
the cause for not being able to get updates.

When I start it up and look at the task manager and there
are no applications running, the cpu is near 100% for
either svchost local service or svchost network service.
Eventually it goes back down after a very long wait. But
if I just end the process for the service things seem to
be back to normal, speed wise.

when I started it up this evening, there was not a
problem this time with cpu.

When I tried system restore yesterday, It couldn't
restore to an earlier point. That's another think I don't
understand.
