update 819696

This update repeatedly gets downloaded and installed,
around 16 times to date, after a major system failure I
re installed and everything was fine then this update
again gets re installed, whats happening, also my
computer will NOT shut down, occasionally it will
restart, but never shuts down ? any ideas
