Unwanted Scrolling

When I open an internet explorer window or any other
window, my cursor automatically scrolls to the bottom and
it won't let me scroll up. I checked if it was due to the
scroll lock key, but it wasn't. I even formatted the comp
hoping that it would solve the problem but it was no
help. Can someone tell me what's going on? And possibly
give me advice on how to make it work again.
