Unwanted pop-up message before login

I upgraded an old win98 266Mhz 128MB Dell laptop to Win XP Pro.
(Works great btw). The old win98 setup had a pop-up appear before
login:

Title was "Important Notice", text was "Do not try to login unless you
are an authorized user. (Misuse will result in blah blah blah".

After upgrade, this still appears before login (also when switching
users) and is prooving most annoying due to the multi-user nature of
XP. (we log in/out often).

what is making this pop-up appear?

I used gpedit.msc (and also navigated through Administrative tools ->
Local security -> Local Policies -> Security options to get to what I
think is the same place).
The interactive logon message title is undefined, and the text is
blank. so it's not coming from there as far as I can see.

Does anyone out there know where else this pop-up may be defined?
Just to let you know, the pop-up appears after the blue XP backgound
appears, but before "starting windows..." message. It is not quite in
the XP display style either; The text pane and the OK button is white
coloured on a white background (as opposed to the nicely coloured XP
widgets).

Any suggestions would be much appreciated as I am getting a unduly
obsessed by it. (you know how it is when you can't solve a niggly
problem!).

Manually, Start > Run > Regedit.exe. Navigate to and modify or
delete, as desired:

HKLM\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon\LegalNoticeCaption

HKLM\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon\LegalNoticeText.
