Administrator login unexpectantly pops up

My edition of XP Home always opens up with two popups. One is entitled "Log On To Windows" and I can see Administrator listed as the login name. Above that is an error message stating, "Unable to log you on because of an account restriction"

Upon pressing OK I go directly to the regular login window where I select my account. As the Administrator account is only accessible in Safe mode I've made sure that I am logged out of Administrator before restarting or shutting down. This set of popups occurs even after the computer is shutdown and then started up again so nobody should be logged in. I don't think this is related to the problem

What is XP doing that causes that to pop up? How can I fix it

I don't know what was causing it but I solved by forcing the startup screen to request a password for the non-Administrator user account and defining a password for that account.
