Unwanted Pop-Up Tab and Warning

When I attempt to connect with many, not all, internet files or links, I
frequently receive the following pop-up file and warning that momentarily
appears and disappears immediately before the desired file appears.

"Windows cannot find 'Name and location of the temporary internet file or
link)'. Make sure you have typed the name correctly, and then try again."

After I close out the internet file or link, the same pop-up and warning
appears again -- and remains until I click off the pop-up warning.

I would be grateful for any advice on what is causing this and how to
correct it.

it sounds like the file is not downloading to your temp internet files, or
is corrputed.
do you have your internet cache set to a small size?
the other possibility is that a security software on your machine is
blocking certain types of files from being downloaded.
