Unwanted panel on window

When I create a new folder on my desktop and open it by
double-clicking, there is a light-blue panel on the left of it's
window with such helpful items as "File and Folder Tasks", "Other
Places", and "Details"

Please, is there some way that I can get rid of this, and stop it
appearing in future?

In Control Panel - System - Advanced - Performance click Settings - in
the panel uncheck 'Show common tasks in Folders' (that will affect My
Computer windows too). You might also usefully turn off some of the
eye-candy - top ten lines - which do little of benefit at expense of
quite a lot of CPU time
