unwanted page-breaks with 2-column format

For some reason I get an unwanted page-break at the start of a 2-
column section (not always). How can I stop this from happening?
Also, if I decide to add footnotes for a 2-column section, the
footnotes also get formatted in a left/right 2-column format - but I'd
like the footnotes to remain single column (that is, take up the
entire line).

I'm surprised MS Word hasn't fixed this problem yet, but you offer
some workarounds.
