unwanted info panel

when trying to visit "device manager" or "defrag" i get a panel comes up...it
says...microsoft management console, MMC requires IE 5.5 or greater to be
installed...with OK box...if i click the ok box, panel vanishes and also
defrag or device manager...so i am unable to check dev/manager or do a
defrag....any help would be well received

To repair all system files, go to Start/Run, and type (or paste in): SFC /SCANNOW
