unwanted exe file

A file called hot_kiss.exe has been created in my Windows
directory. It also places a shortcut on the desktop.
The shortcut can be deleted but keeps coming back. The
exe file cannot be deleted - says it is being used by
another programme. I've tried renaming it, making it
read only but still cannot be deleted.

Would appreciate help on this. Thanks.

Boot into safe mode and then delete it.

Reboot your computer and as its booting up press F8 those are the keys
on top of the keyboard don't press F then 8!

Choose safe mode and proceed from there.

Been there and done that.
You have a dialler.
In my exerience, it is a bitch.
Download Spybot S&D, update it and run it.
Turn off system restore (it is in there now and will reload on any restore)
Reboot
Re-run Spybot (it may auto start on reboot anyway)
Turn on System Restore only when you know it's gone completely.
You may need to clean your registry because you have more than likely also
got associated diallers and trojans (Dyfuca, ABetterInternet etc etc). You
may also find funny programs in your drive C: e.g. Mirosoft (notice the
missing c), Internet Optimizer. You could always search for programs that
have been created or downloaded on the date in question.
One last bit of advice........
Never, ever click the OK box on popups on any disreputable sites (even if
you think you are closing them) for that matter never, ever visit
disreputable sites, even for honourable reasons
Always back up before you meddle, always make sure what you delete *should*
be deleted.
