Unknown restriction!

When I try to access Internet Options of IE, I'm told "This operation has
been cancelled due to restrictions in effect on this computer. Please contact
your system administrator"... It's my home computer, I'm the only user, and
I didn't restrict myself from anything. It just started recently, after I
downloaded critical updates...Someone teach me how to resolve this.

Hi,
If running Spybot, check Tools> IE Tweaks and uncheck "Lock IE control
panel"

If not caused by Spybot see http://windowsxp.mvps.org/IEFAQ.htm#Restrictions

I am having the same message but it arises when I try to use a link to update software and also links in E-mail.
I have used these links before and they 'worked', have not knowingly changed
ant settings.
