Tools/Internet Options (cancelled/restricted)

Using XP & IE 6...when I click on Tools/Internet Options

I get a RESTRICTIONS pop up window that says:

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

Any ideas how to correct this?

Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"

YES! I do recall running SpyBot's Immunize feature.
