Unknown Program Max's CPU

Have just repartioned, reformated, and reinstalled WinXP Pro. Only thing I
have done is partially set-up users during set-up.
1) On boot-up, I get something I haven't seen before with XP, a "....
waiting to finish" replaces the running bar under the XP logo. About 15 sec
later start-up finalizes.
2) Attempted to load ISP software off CD to re-establish internet connection
to reach MS Update (before loading SP2). Reads CD directory fine. Select
Startup.exe and "nothing" happens. What does happen is my processor max's
out at 100%. Opened Task Manager and a program called "intro_nofeature.exe"
is running. A search shows it is located in C:\Windows\Prefetch as
"intro_nofeature.exe-0AB3Dso1.pf". Can't find any help and only one online
reference to this EXE (said to check EXE properties, which I haven't done
yet). Also can't load other non-MS programs via CD. Other programs, when
started (Explorer), seem to re-generate this EXE.
3) RE-installed WinXP, didn't resolve problem.
4) I loaded SP2 OK off CD, but didn't resolve problem.

Unless someone just wants to inform the rest of us on what this EXE does or
why it started, I will withdraw the inquiry. Seems I was working with a bad
SETUP.EXE from the ISP.
