Unknown error message

How do I correct the following error message which is displayed when I try to
start my copy of Outlook 2007
"Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of
folders cannot be opened. The file C:\Documents and Settings\Bill\Local
Settings\Application Data\Microsoft\Outlook\Outlook.pst cannot be opened"

Have you verified that your PST file is in that location?
Have you scanned it for errors?
Is the PST from an older version of Outlook?
If it is, what size is it?

Have you verified that there's not a copy of Outlook already running by
looking in Task manager at the Processes tab for "OUTLOOK.EXE". This can be
a symptom of something already having the PST open.
